There are four elements necessary to have real Web presence: 

1. Site Content (web pages, etc.) -- requires Design/development service -- a one-time process that creates the content and visual concept for a web site that will be published
   
2. An "Address" and space on the Internet -- requires Hosting Service -- publishing the web site to the world and maintaining registration and space on the Internet, ongoing;
   
3. Support and Maintenance -- requires Site Management Service -- upkeep of web page content, monitoring for problems/changes (broken links, etc.), consultation, training, troubleshooting, web-based marketing and promotion of the site, etc. 
   
4. Domain Name - requires domain name registration by an Internet Registrar who maintains and protects your domain name record in the central Internet database.
